The refuge was established for use as an inviolate sanctuary for migratory birds. Management of the habitat involves providing food, water and sanctuary for migratory birds primarily by manipulation of water levels to achieve the desired growth of natural vegetation. Manageable marshes and moist soil units provide for the needs of numerous ducks, geese, shore birds, wading birds and furbearers.
